How is Exchange Online licensed?
Exchange Online is typically licensed via a per-user subscription model (User Subscription License, or USL). It is available as a standalone service (Exchange Online Kiosk, Plan 1, and Plan 2) or included as part of various Microsoft 365 plans (e.g., Microsoft 365 Business, Office 365 E1/E3/E5).

What happens to a user's data if they leave the company?
You can export the user's data to a PST file, or you can retain the data in an inactive mailbox by placing it on hold and then removing the user's license. An inactive mailbox does not require an active user subscription license.

Can I upgrade or downgrade a user's plan?
Yes, you can manage this in the Microsoft Online Services Portal. When downgrading, ensure the mailbox size and any enabled features (like In-Place Hold or large inboxes) comply with the limits of the new plan to avoid licensing non-compliance.

Are there limits on mailbox size or message size?
